The ruling General People's Congress (GPC) party announced a new initiative in which it agreed to the demands of the Yemeni opposition, the Joint Meeting Parties (JMP).
According to Yemen Post sources, the initiative included three major demands: constitutional amendments, the voting lists, and the proportional representation.
In relation to the constitutional amendments, the initiative suggested that article 112, in which says that either the presidency term remains for seven years and for just two terms, the ruling party gave opposition the choice to either keep the article as is without changing it, or changing the article after both sides agree on the changes.
The second part of the ruling party initiative included the review of the voting list and the record of the electors who have not yet registered. The initiative indicated the possibility of registering any citizen reaching the legal age in the election record.
The initiative also agreed on the proportional representation systems in which opposition parties called for, to be included in the draft of the constitutional amendments, and to be carried out in the next electoral session.
In order to reach a serious and responsible dialogue, the GPC initiative emphasized that the national dialogue should continue through leaders of the political parties.Last week, the ruling party (GPC) and the Joint Meeting Parties agreed to delay the upcoming parliamentary elections from April 2011 to June 2011.
The agreement to delay the elections came only a day after the visit of the US Secretary of State Hillary Clinton to Yemen and her meeting with the opposition parties.
Lately, 160 members of the ruling party block in Yemeni parliament voted to start the procedure for constitutional amendments suggested by the ruling party, in which will give Saleh a chance to rule for life as the two presidential term condition will be deleted from the constitution.
Yemeni opposition parties described the amendments as a coup on the Yemeni revolution and called on the people to stand against the oppression of the ruling party, at the same time they continue to protest outside the parliament building in order to press on the ruling party.
On Feb. 23,2009, the GPC and JMPs had inked an agreement to delay the parliament elections previously scheduled for April 2009 to April 2011. However, both sides have accused each other of shrinking in implementing the agreement, which caused a long political crisis.
